The make is unknown, although the quality in production of this particular and colorful double sided flag-sign looks like it could have been made in Europe. Either French or German, but (in that case) likely even the Emaillerie Alsacienne Strasbourg in France who was, at the time, very familiar with this kind of flag-signs.
